In our view these are IBM Softlayer, Microsoft Azzure, Amazon EC2, Google Cloud and RackSpace Cloud hosting. We took a requirement for a Magento ecommerce site to handle 600 concurrent sessions. Broadly speaking we find IBM Soft Layer to be one of the easiest most straightforward platforms to use. There maybe some additional cost considerations but this gives a fair estimate.
